Brussels agrees entry talks with Croatia

European Union leaders agreed on Thursday to start accession negotiations with Croatia early next year, marking a remarkable turnround for a country that was engulfed in the Balkan wars during the 1990s.


At the same time, the EU leaders praised Turkey's support for Cyprus peace talks and progress with judicial, political and economic reforms - among the conditions set by Brussels to start accession talks.

But they also made clear that the Turkish government, led by prime minister Recep Tayyip Erdogan, still needed to bring relations between the military and civilian power into line with European norms.

The Brussels summit set no fixed target for the timing of Croatia's membership, stating simply that "negotiations will be based on Croatia's own merits and . . . the pace will depend on Croatia's programme in meeting the requirements for membership".

But the decision to open talks could reassure other countries in the western Balkans that if they pursue economic and political reforms, and co-operate with the Hague war crimes tribunal on the former Yugoslavia, they could move closer to the EU.

The EU leaders were equally upbeat over the pace of reforms in Bulgaria and Romania.

Accession treaties for both countries could be ready to sign "as early as possible in 2005", they said, which would make it possible for them to join the EU by January 2007.

The EU leaders will make a decision in December whether to start negotiations with Ankara, following a report in October by the European Commission on Turkey's progress with reforms.
