Turkey to buy four PAC-3 air defense batteries worth $1 Billion

Turkey's top defense panel that oversees procurement programs has given the green light for a proposed program that entails building major air defense systems at the country's most strategic locations.

The Defense Industry Executive Committee, chaired by Prime Minister Recep Tayyip Erdoğan, on Feb. 17 approved the plan, authorizing defense procurement agency, the Undersecretariat for the Defense Industry (SSM), to administer the program, defense officials told the Turkish Daily News. Other members of the committee are Defense Minister Vecdi Gönül, Chief of General Staff Gen. Hilmi Özkök and SSM's chief Murad Bayar.

Procurement officials said that the SSM has now been tasked with carrying out a feasibility study for the program and issuing a request for proposals (RfP). “This has been marked as a priority buy,” a senior official familiar with the program said.

The move to beef up the country's weak air defense comes at a time when there is increasing controversy over neighboring Iran's nuclear program. Procurement officials are presently weighing options to acquire modest quantities of medium and long-range air defense systems to protect the country vis-à-vis missile and/or non-conventional warfare threat.

They are mulling over buying four batteries of theater air defense systems, aiming to protect Turkey's strategic targets against potential strikes by enemy missiles. Last October, the SSM took charge of the air defense program.

Analysts say Ankara cannot choose “any air defense system” as it prefers to acquire systems with anti-missile capabilities because Turkey's security policy-makers do not expect any serious aircraft threat from any potential enemy. One official said that the main purpose of the program is to build an air defense shield against mainly enemy missiles, not aircraft.

Although Turkey's theater air defense program is at a preliminary stage, procurement officials and analysts said the strongest candidate was the U.S. PAC-3 system.

The Patriot Advanced Capability-3 (PAC-3) is an upgraded version of Raytheon's MIM-104 Patriot medium and long-range surface-to-air missiles. The Patriot was extensively used during the 1991 Persian Gulf War and is the only combat-proven tactical ballistic missile defense system.

Lockheed Martin's Missiles and Fire Control unit is now prime systems integrator in the PAC-3 program. So far various Patriot versions have been sold to Israel, Germany, the Netherlands, Belgium, Japan and Spain.

Aware of the possibility of nuclear and conventional missile threats in the volatile Middle East, Turkey is set to complete the last leg of its three-range missile shield -- the purchase of long-range missiles.

The Defense Industry's Executive Committee is going to convene tomorrow to discuss long-range missile threats and to decide whether an initiative for the procurement of anti-long range missiles is necessary.

Aware of possible operations against Syria and Iran, Ankara has already strengthened its low-range missile defense. Through the Stinger and Rapier missile batteries with a variety of ranges, from four to eight kilometers, Turkey will be able to thwart low-altitude attacks.

I-Hawks coming in March

In medium-range altitude air defense, threats from 10 to 50 kilometers are blocked. For such a defense, preconditioned I-Hawk systems are expected to be added to the inventory of the Air Forces Command next month. The range of I-Hawks' radars can be extended to 75 kilometers. Four out of six batteries have been set up in the east and southeast of the country.

Hatırlarsanız "İkinci Irak Savaşı" sırasında Belçika, Almanya ve Hollanda'ya başvurup "bize Patriotlarınızı yollayabilir misiniz acaba, bizde yok da..." ricasında bulunmuştuk ama Belçika dışişleri bakanının diretmesiyle bu bataryalar epeyce bir süre bize gönderilmemişti.

İşte böylesine hayati bir konuda (üstelik İran'ın nükleer başlıklı balistik füzelere sahip olmaya başladığı bugünlerde) bir daha "komşuya, eşe-dosta yalvarmak zorunda kalmamak" için kendi PAC-3 bataryalarımızı almaya karar verdik ve bence çok iyi ettik.

Vallahi arkadaşlar ben bıktım bu satın almalardan. Onu alıyoruz, bunu alıyoruz, hazıra dağ dayanmaz. Keşke bunları kendimiz üretebilseydik.. Ama hiç isterler mi? Bulmuşlar bi kere yağlı müşteriyi.. Önce ülkenin başına binbir türlü terör belasını açıyorlar, sonra onla mücadele etmek için ihtyacı olan silahları kakalıyorlar.. Düşmanına da bir o kadar satıyorlar. Kısa günün karı..

Bence bütün alımlar içinde en gerekli olanı buydu, çünkü Türk Silahlı Kuvvetleri'nin tek zayıf noktası "anti-füze savunma şemsiyesi"'ne sahip olmaması.

Şu anda her türlü saldırıyı durdurabilecek bir donanıma sahibiz, ama füze saldırılarına karşı tamamen savunmasızız.

Yani TSK'nın "yumuşak karnı" sertleştirilmiş olacak.

Tabii ki böyle bir sistemin ordumuz bünyesine katılması büyük bir avantajdır. Ama bir savaş durumunda, bunları devamlı üretmemiz gerekecek. Bunu da yapamadığımıza göre yenileri için tekrar yalvarmaya başlayacağız. Peki bunları yapan ülkelerle o sırada bir gerginlik yaşıyorsak, hatta onlarla savaş halindeysek ne olacak.

PAC-3 üretmek Fiat Doblo üretmeye benzemiyor. Zaten dünyada ABD dışında sadece 6 ülke bu yüksek teknoloji ürünü pahalı sistemi kullanıyor:

Japonya, Almanya, Hollanda, Belçika, İspanya, İsrail.

Bu 6 ülkenin her biri Türkiye'deki teknolojiden çok daha gelişmiş bir askeri teknolojiye sahipler.

Koskoca Japonya ve Almanya bile bu konuda yeterli teknolojiye sahip değiller ve ABD yapımı PAC-3 bataryaları kullanıyorlar.

Kardeş gerçi biz fiat doblo'yu bile sıfırdan üretemeyiz o başka bir muamma ama tamam ikna oldum, bu gerçekten iyi bir gelişme ülkemiz adına. Ama savunma sanayii konusunda genel olarak hala aynı şeyi düşünüyorum.

Bu güzel bir gelişme. En azından caydırıcılığı olur.

Füze üretme konusunda ise o füzelerden birini hibe etsinler bir üniversiteye, birazda ödenek açsınlar aynısını üretmeksek bende hiçbirşey bilmiyorum.

Olay birazcık ekonomi kaynaklı. Ülkemiz ekonomisi savaş teknolojileri üzerine olmadığı için biz üretemiyoruz. Bunlar sadece üretmek için çok pahalı zımbırtılar. Yapıyorsanız dışarıda satmanız gerekiyor. Uluslararası bürokrasidede bizim bunları satabilmemiz mümkün değil. Bürokrasi işte.
